Vision

The Quality Management System of Kulasekharapuram Grama Panchayat is described in relation to ISO 9001:2015 standards. The need for a process-based approach is strongly emphasized in the establishment, implementation, and continual improvement of the effectiveness of the Quality Management System.

The implementation of the Quality Management System enables the following:

  • Ensuring consistent identification and fulfillment of requirements.
  • Adopting necessary procedures to add value to services.
  • Achieving effective outcomes from various processes.
  • Taking actions for continual improvement based on the evaluation of information and facts.

In every Panchayat, service delivery involves several stages, including citizen charters, project formulation, implementation, and monitoring. The service process in each Panchayat includes clearly defined procedures and responsibilities.


Mission

The beneficiaries of every Panchayat include stakeholders such as citizens, employees, suppliers, and other associated parties. The outcome of each Panchayat process is to provide timely services to every citizen and to formulate innovative and people-friendly schemes, thereby ensuring public satisfaction.


Quality Management System Cycle

The functioning of the Quality Management System is based on the “Plan – Do – Check – Act” (PDCA) cycle.

1. Plan

  • Establish quality objectives appropriate to the Quality Management System.
  • Identify government policies, rules, regulations, and statutory requirements.
  • Identify risks and opportunities within the Panchayat.
  • Plan the resources required for effective implementation.
  • Determine the inputs, outputs, sequence, interaction, criteria, and methods necessary for the effective operation and control of processes.
  • Assign responsibilities and authorities.

2. Do

  • Implement the planned activities and procedures.
  • Deliver services to citizens in a timely and efficient manner.
  • Carry out operations in accordance with established procedures.

3. Check

  • Monitor and measure results against policies, objectives, requirements, and planned activities.
  • Use various monitoring mechanisms such as internal audits and management reviews.
  • Analyze and report the results obtained.

4. Act

  • Take corrective actions wherever necessary.
  • Improve the performance and effectiveness of the Quality Management System continuously.
  • Close the loop by implementing corrective and improvement actions for better service delivery.
